State of the Offshore Gaming Industry

As Founder and Proprietor of V.O. Group, S.A., Dalton Wagner has the reputation of making one-dollar work like three in online marketing. With formidable competition, Mr. Wagner founded V.O. Vegas Offshore: This year has been interesting for V.O. Group, S.A. and the offshore industry as a whole (advertising changes, etc.). How do you feel about the industry at the current time?
Wagner: I feel the industry is as strong as it has ever been. We are still finding that our advertising is bringing us new clients at an ever-growing rate. Some competitors are complaining that the crimp on advertising is affecting the industry, but we are not seeing this trend. Consolidation within the industry has begun, and I am sure you will continue to see smaller competitors gobbled up, and medium to larger companies merging. The weaker will go by the wayside.

Vegas Offshore: What about the rumors of V.O. Group, S.A. being bought?
Wagner: I am glad you used the term 'rumors'. The fact is that in July 2004 three suitors approached V.O. Group, S.A. because of our record-breaking profit year. In two of the cases we did see 'value' in a merger/relationship. However, at the end of the day, we could not come to terms that were agreeable on both sides. At this time V.O. Group, S.A. stands independent. And, we are happy being independent, profitable and growing.

Vegas Offshore: It is rumored that Bet On Sports (PLC; BSS.L) was one of the suitors. Is that true?
Wagner: There were three suitors that approached V.O. Group, S.A. And, in all cases confidentiality agreements were signed. For this reason, I cannot confirm or deny who any of the potential suitors were. What I can tell you is that one was a major sportsbook player, one was a major casino player and two were PLCs. I doubt that helps.

Vegas Offshore: Well, if Bet On Sports was involved, I bet you are happy you weren't involved in their November 24, 2004 stock debacle.
Wagner: The Bet On Sports stock debacle was an over-reaction by the market in my opinion. In one day you saw their stock drop 50% in value. And, the reason was poor performance in a very short period. If you looked at the other publicly held offshore gaming companies, you saw the same thing, just not as drastic as with BSS.L. Simply put, I know the founder of Bet On Sports, I know the management of Bet On Sports, I know the staff at Bet On Sports and I would not hesitate to invest in Bet On Sports. They were, and still are, undervalued in my opinion. They are a great competitor and a great company. I wish I had some of their stock at the new adjusted price. I just don't see how you can lose.

Vegas Offshore: It is rare to hear the 'competition' speaking so highly of a major competitor. Why would you do so?
Wagner: Simple. Bet On Sports is a great company. And, I am sure they would tell you the same about V.O. Group, S.A. The fact is, that there are companies out there that make our industry stronger. And, ones that make it weaker. Bet On Sports and V.O.Group, S.A. strive to make our industry stronger and more legitimate on a daily basis (as do BetCris.com; BoDog.com; etc.). What kind of ambassador for the industry would I be if I downplayed a 'good' competitor like Bet On Sports for my own benefit?

Vegas Offshore: If Bet On Sports did approach you, would you consider a merger?
Wagner: I like being independent. But, simply put, NEVER say NEVER.

Vegas Offshore: What of the rumors that you are looking at Panama as a potential relocation site?
Wagner: Our operation currently has offices in Costa Rica, Antigua and Belize. In Costa Rica we currently have over 400 employees. With employment costs in Costa Rica on the rise, the burden of Caja and the ever-changing political climate, we have looked at several alternative locations. One of the most desirable is/was Panama. However, due to the massive failure of BetPanAm.com and the political debacle involving their past gaming commission, we have decided to stay put for the current time. I think it is very safe to say that our primary location will be Costa Rica for the next 5 years. Pending any crazy licensing or governmental changes.

Vegas Offshore: I have visited your office in Antigua, however had no idea that you employed 400 individuals in Costa Rica. Why do you need such a large staff?
Wagner: Our industry has a reputation for being lazy and getting by on a shoestring budget. Most sportsbooks, casinos, racebooks and poker rooms answer phones when it is convenient and buy computers when the ones they are operating blow-up. Most are simply embarrassing to the legitimate operators. To run an operation like ours, servicing 50,000 bettors, you need lots of space, a 1st rate phone system, fiber and satellite phone and Internet backups, IT professionals, accounting professionals, etc. V.O. Group, S.A. is currently located in 35,000 square feet of space, operating 24-hours a day, 365 days a year, and we are busting at the seems. At the current time, we are negotiating to buy the building next to us for future expansion. I think we will employ 600 people come this same time next year.

Vegas Offshore: I have noticed that you are still branching into other products. How has this strategy worked for V.O. Group, S.A.?
Wagner: In 1998 we started with our sports product. We then branched into the casino product. In 2001 and 2002 we opened several major race books and poker rooms. The fact is that we are profitable in all products. However, our core product, and hub for our advertising, is focused on the sports product. The strategy has worked, but we will not desert our core product. You can look for our re-launch of interactive betting in early 2005 and bingo in mid 2005.

Vegas Offshore: What other changes do you see in 2005 for V.O. Group, S.A.
Wagner: I think you will see V.O. Group, S.A. work more on our Internet interface to make it more gamer-friendly; you will see our company move into land-based gaming; and you will see us acquire two or three smaller competitors. Rather, you will see what you have always seen, expansion.

Vegas Offshore: What other changes do you see in 2005 for the industry as a whole?
Wagner: The strong will get stronger. The weak will get weaker. And, the acquisition race will be on.

The Game:
Craps is considered by many to be the premier game for gamblers. Craps can elicit an emotional response from casino players while winning. The game of craps has a long history that some believe is very difficult to learn, but the only truly complicating aspect of craps is the variety of different bets. The "Rules" section will explain to you the different bets available in craps.
The Rules:
The first roll of the dice in a craps round is called the "come out roll." The basic opening bet in craps, placed just before the come out roll, is called the "pass line bet." Pass line bets immediately win when the shooter's come out roll is 7 or 11, and lose when the come out roll is 2 (snake eyes), 3 (cross eyes), or 12 (box cars). If 4, 5, 6, 8, 9, or 10 is rolled on the come out roll, that number becomes "the point." The puck labeled "ON" shows that the point has been established, and is located on the craps table over the box for the number rolled as the point: "4, 5, SIX, 8, NINE, or 10". The shooter now keeps rolling the dice until he rolls the point or 7 to end the round. If the shooter rolls the point first, a pass line bet wins. If, however, the shooter rolls a 7 first (i.e. "sevens out"), a pass line bet loses.
To end a round of craps and resolve pass line bets, the shooter must roll either the point or 7 after the come out roll. There's always a possibility that a craps game can go on all night if the shooter fails to roll the point or 7. Pass line bets can't win until the point is rolled, and can't lose until 7 is rolled. Because unresolved pass line bets may not be removed, players must wait for a roll of the point or 7 to determine the fate of their pass line bets.
Rules:
Before the dice are rolled, bets can be placed in the various fields of the craps table. First, click on the value of the chip you wish to wager with your left mouse button. Next, place the chip in the desired betting area on the craps table by clicking in the area with your left mouse button. If you desire to alter or remove a bet, click on your wagered chips with your right mouse button. When you are finished placing your bets, click on the ROLL button to roll the dice.
Pass Line Bets:
A pass line bet is placed on the field labeled "PASS LINE" on the craps table before the come out roll (i.e. the first roll of the dice in a new craps round). A wager on the pass line wins if the come out roll is 7 or 11, and loses if 2, 3 or 12 is rolled. If 4, 5, 6, 8, 9, or 10 is rolled, that number becomes "the point." To win a pass line bet, the shooter must roll the point again before rolling a 7. If the shooter rolls a 7 before rolling the point again, your pass line bet loses. A winning pass line bet pays even money (1 to 1). Once the point has been established, unresolved pass line bets may not be removed or reduced. They must be resolved by a roll of the point or 7.
Don't Pass Line Bets:
A don't pass line bet is essentially the reverse of a pass line bet, and is placed on the craps table in the "Don't Pass Bar" before the come out roll. If the shooter rolls 2 or 3 on the come out roll, a don't pass line bet wins. If, however, the come out roll is 7 or 11, don't pass line bets lose. If the come out roll is 12, a don't pass line bet is returned to the player in a push. If the come out roll is 4, 5, 6, 8, 9, or 10, that number becomes the point. Once the point has been established, don't pass line bets win if the shooter rolls a 7 before rolling the point again. If the shooter rolls the point again before rolling a 7, don't pass line bets lose. A winning don't pass line bet pays even money (1 to 1). Unlike pass line bets, unresolved don't pass line bets may be removed or reduced.
Come Bets:
A come bet is placed in the "COME" bar on the craps table before any roll of the dice, once the point has been established by the come out roll. The rules for come bets are essentially the same as for pass line bets. Come bets win if the shooter's next roll is 7 or 11, and lose if the roll is 2, 3, or 12. If the shooter rolls 4, 5, 6, 8, 9, or 10, that number becomes "the come point," and the dealer will move the come bet from the "COME" bar on the craps table to the box corresponding to the come point: "4, 5, SIX, 8, NINE, or 10." If the shooter rolls the come point again before rolling a 7, the come bet pays even money. The come bet will stay in place until the come point or a 7 is rolled. Just as with the pass line bet, unresolved come bets may not be removed or reduced. They must be resolved by a roll of the come point or 7.
Don't Come Bets:
A don't come bet is essentially the opposite of a come bet. A don't come bet is placed after the come out roll in the "Don't Come Bar" on the craps table. Don't come bets win when the shooter's next roll is 2 or 3, and lose if the roll is 7 or 11. If the shooter rolls a 12, the bet will be returned to the player in a push. If the roll is 4, 5, 6, 8, 9, or 10, that number becomes "the come point," and the dealer will move the don't come bet from the "Don't Come Bar" to the left corner of the narrow, uppermost bar over the box corresponding to the come point: "4, 5, SIX, 8, NINE, or 10." After the come point is established, don't come bets win even money if 7 is rolled and lose if the come point is rolled. Don't come bets will stay in place until the come point or a 7 is rolled. However, unresolved don't come bets may be removed.
Odds Bets:
Odds Bets An odds bet is a "back up" bet on an original pass line bet, don't pass line bet, come bet, or don't come bet. The maximum odds bet is 3 times your original bet.
Pass Line Odds Bets:
After the point has been established, a pass line odds bet is placed by clicking with your left mouse button on the craps table outside of the "PASS LINE" bar, under your original pass line bet. A winning pass line odds bet pays true odds: 2 to 1 on a roll of 4 or 10, 3 to 2 on a roll of 5 or 9, and 6 to 5 on a roll of 6 or 8. Unlike the original pass line bet, an unresolved pass line odds bet may be removed.
Don't Pass Line Odds Bets:
Once the point has been established, a don't pass line odds bet is placed by clicking with your left mouse button on the right side of your original bet in the "Don't Pass Bar." A winning don't pass line odds bet pays true odds: 1 to 2 on a roll of 4 or 10, 2 to 3 on a roll of 5 or 9, and 5 to 6 on a roll of 6 or 8. An unresolved don't pass line odds bet may be removed. However, if you click with your right mouse button to remove your don't pass line odds bet, your original don't pass line bet will also be removed.
Come Odds Bets:
Once the come point has been established, a come odds bet is placed by clicking with your left mouse button directly under your come bet within the box that corresponds to the come point: "4, 5, SIX, 8, NINE, or 10." A winning come odds bet pays true odds: 2 to 1 on a roll of 4 or 10, 3 to 2 on a roll of 5 or 9, and 6 to 5 on a roll of 6 or 8. Unlike the original come bet, an unresolved come odds bet may be removed. In the Craps game, come odds bets are inactive during come out rolls by default.
Don't Come Odds Bets:
Once the come point has been established, an odds bet is placed on your don't come bet by clicking in the tiny space directly under your don't come bet within the narrow, uppermost bar over the box that corresponds to the come point: "4, 5, SIX, 8, NINE, or 10." Field Bets:
A field bet is a bet that the next roll of the dice will be 2, 3, 4, 9, 10, 11, or 12. It is placed in the "FIELD" bar on the craps table before any one roll of the dice. If the next roll is 3, 4, 9, 10 or 11, the field bet wins even money. If 2 or 12 is rolled, the field bet wins 2 to 1. If 5, 6, 7, or 8 is rolled, the field bet is lost.
Big 6 and Big 8 Bets:
A big 6 bet is a bet that 6 will be rolled before 7. Likewise, a big 8 bet is a bet that 8 will be rolled before 7. A big 6 or a big 8 bet is placed in either the "6" or "8" box located in the left corner of the craps table. A big 6 or big 8 bet wins even money if the shooter rolls a 6 or 8 before rolling 7. Unresolved Big 6 and big 8 bets may be removed.
Place Bets:
There are two types of place bets: A place win bet is a bet that either 4, 5, 6, 8, 9, or 10 will be rolled before a seven. A place win bet is placed in the narrow, unlabeled bar located just under the box with the corresponding number on the craps table: "4, 5, SIX, 8, NINE, or 10." Winning place win bets are paid according to the following ratios: 7 to 6 on numbers 6 and 8, 7 to 5 on numbers 5 and 9, and 9 to 5 on numbers 4 and 10.

Any 11 Bets:
An "any 11" bet is a bet that the next roll of the dice will be 11. It is placed on any one roll of the dice in the box on the craps table containing the two illustrated dice that add to 11. If 11 is rolled, you win 15 times your bet.
Any Craps Bets:
An "any craps" bet is a bet that the next roll of the dice will be 2, 3, or 12. It is placed on any one roll of the dice in the "Any Craps" field on the craps table. If 2, 3, or 12 is rolled, you win 7 times your bet.
Horn Bets:
A horn bet is a bet that the next roll of the dice will be either 2, 3, 11, or 12. It is placed on any one roll of the dice in the box on the craps table containing the two illustrated dice that add either to 2, 3, 11, or 12. A winning horn bet pays 15 to 1 on numbers 3 and 11 and 30 to 1 on numbers 2 and 12.
Hardway Bets:
A hardway bet is a bet that the shooter will roll either a 4, 6, 8, or 10 as doubles (2+2, 3+3, 4+4, or 5+5) before rolling a 7. The hardway bet is placed in the box on the craps table containing the two illustrated dice corresponding to the number. Rolling a number by doubles is said to be rolling the number "the hard way." For example, a roll of 4+4 is a called a "hard 8," while a roll of 5+3 or 6+2 is called an "easy 8." A winning hardway bet pays 7 to 1 on numbers 4 and 10 and 9 to 1 on numbers 6 and 8. Unresolved hardway bets may be removed.

The word baccarat is derived from the Italian baccara, which means zero. The term refers to the fache game cards and 10s, all of which have zero value in te of baccarat. In Europe, baccarat and a similar version called chemin de fer are among the most popular casino games.
Since baccarat's introduction in Nevada casinos, the game has assumed an aura of glamor. In most casinos, baccarat is played in a roped-off area. The intention was to attract the high roller, or the more sophisticated monied player. With the tuxedo-clad dealers, there is an air of elegance to the game.
However, for all the enchantment, baccarat is primarily a simple game. There are no decisions or options; no degree of skill is required for either player or dealer. Players may sit in any open seat at the table, seating position does not affect the play in any manner. Each seat corresponds to a number on the layout, one through 15. Three dealers service each table. The dealer standing between positions one and 15 is known as the "caller." He runs the game as cards are dealt from the shoe.
Each player gets a turn to handle the shoe. The player must bet the bank when he has the shoe, but any player may decline the shoe and it passes right along from player to player. Again, there is no advantage or disadvantage in dealing the cards, it is merely a formality and part of the the ambience that players enjoy.
The caller receives the cards from the player with the shoe, places them in the appropriate boxes and then calls for another card or declares the winner, according to the rigid rules of the game.
Players bet by placing their chips in the numbered box opposite their seat. Bets may be made on the player or bank, and both are paid off at even money. In most games. bets range from a $20 minimum to $2,000 maximum. After the winner is announced. The two other dealers at the table pay off the winning bets and collect from the losers. If the bank was the winner, players who won must pay a 5% commission on their winnings. Thus, if a player had a $100 bet on the bank and it won, $5 would be owed to the house. Rather than collecting this vigorish after each game, a record of what is owed by each player is kept in a numbered box just opposite where the two payoff dealers sit. Player pay the accumulated amount after the finish of a shoe. Each time the shoe is depleted of cards, all eight decks are thoroughly shuffled and replaced in the shoe.
Hand Values
All cards, ace through 9, are valued according to their count. Tens anf face cards count as zero. Thus, if the first two cards dealt are a king and a 4, the count is four. And 8 and 6, although totaling 14 would count as four after subtracting the 10.
When any two card total over a 10 count, 10 must be subtracted. The remaining total is the card count.
Rules of Play
These rules apply in all American casinos. Printed coopies of these are available wherever baccarat is played.
Dealers act according to these rules without consulting players at the table. The rules are automatic.
The highest total any baccarat hand can have is nine. A two-card total of nine is called a "natural" and cannot lose. An eight is the second-best hand and is also called a natural.. If both player and bank are dealt identical hands, it is a standoff (a tie) and neither bank nor player wins.
No further cards can be drawn to a two-card draw of six or 7.
When holding other two-card totals, player and bank draw another card at the direction of the caller. In studying the accompanying chart, one can easily determine the rules of the game. It is a matter of letting the dealer do the calling, and declaring the outcome. Players are concerned only with how much they wager on each hand and whether they bet on the player's side or the banker's.
The house edge in baccarat is the lowest of any casino game. With only a 5% commission on winning bank bets and nothing taken from winning player bets, the player's disadvantage is only 1.37%. In some casinos, ties are permitted to be bet on. The payoff is 8 to 1. It is a bad bet for the player as the house edge is 14.1%.
Mini Baccarat
A number of casinos have installed smaller baccarat tables, usually among the blackjack tables. It is the same game but the rituals of passing tyhe shoe, etc., are missing and the game is staffed by only one dealer. The layout, however, conforms to the regular baccarat table and each seat position (one through six) corresponds to a number and betting box. Limits are usually from a $2 to $5 minimum up to $500 maximum. Mini-baccarat is played fast but the exact same rules apply as in the larger game.

If a point is rolled the dice will be rolled continuously until the same point is rolled again or a 7.Betting the Pass Line
The pass line is the most known bet in craps. The pass line pays even money if you win. If you bet on the pass line area on a come-out-roll and it is a 7 or 11 you win. If the come-out-roll is a 2, 3 or 12 you lose. If any point is rolled on the come-out-roll if the point is rolled again before a 7 you win, If a 7 comes before the point you lose.Betting the don´t Pass Bar

If a 4, 5, 6, 8, 9 or 10 is rolled, the come bet stays on the table. If the initial roll is matched before a 7 is thrown the bet is a winner. If a 7 is thrown before the initial come bet roll is matched the bet is a loser.Don't Come Bet
Similar to the don't pass bet, but is made on a non come-out-roll.
Craps terms:
Boxcars: A roll of sixes.
Crap Out: Rolling a 2, 3, or 12 on the come-out-roll.
Seven Out: Rolling a seven after the point has been established.
Snake Eyes: A roll with a total of 2.
There are several types of bets that can be placed on the craps table:
The Pass BetThis is a bet that you will throw a 7 or 11 on the come-out roll or, alternatively, that you will make the point before the next 7 is rolled.
The Don't Pass BetThis is the opposite of the pass bet. This bet is placed against you (the shooter) and wins if craps (2, 3 or 12) is thrown on the come-out roll or if you fail to make the point. If a 12 is thrown, the bet ties.
The Come BetThis bet is similar to the pass bet but cannot be made on the come-out roll. Traditionally the Come and Don’t Come bets are available to allow players just joining the table to take part in the action immediately, instead of having to wait for the shooter to make or miss the point!
The Don't Come BetAgain, this bet is similar to the ‘Don't Pass’ bet, but cannot be made on the come-out roll.
Odds BetThis is an additional bet made on a Pass, Don't Pass, Come or Don't Come bet that has already been placed. 'Odds' bets can only be made once the point has been established. The advantage of an Odds bet is that it is paid out at the correct odds.
Win BetThis bet can be made on the following numbers: 4, 5, 6, 8, 9, and 10. It is a bet that the relevant number will be rolled BEFORE a seven is rolled.
Lose BetThis bet can be made on the following numbers: 4, 5, 6, 8, 9, and 10. It is a bet that a seven will be rolled BEFORE the relevant number comes up.
Field BetThis is a bet on the outcome of the next throw. It pays even money if a 3, 4, 9, 10 or 11 are rolled and pays 2 to 1 if a 2 or 12 are rolled.
Hardways BetThis bet can be made on a 4, 6, 8 or 10. It is a bet that the relevant number will be rolled in its double form (i.e. 2 dice showing 4 would be HARDWAY 8) BEFORE a seven AND before that number is rolled in any other combination.
Any SevenThis is a bet on the outcome of the next throw. It pays 5 for 1 (4 to 1) if a seven is rolled in the next throw.
Any CrapsThis is a bet on the outcome of the next throw. It pays 8 for 1 (7 to 1) if a 2, 3 or 12 is rolled in the next throw.
Craps TwoThis is a bet on the outcome of the next throw. It pays 30 to 1 if a 2 is rolled in the next throw.

Baccarat dates back to the Middle Ages. It has been said the game was first played with a Tarot deck. Originating in Italy, it soon made its way to France where it found a home among the upper class aristocracy. Further evolution of the game shows it split to European baccarat, and a French game that goes by the name 'chemin de fer'.
Chemin de fer is very similar to baccarat as it's played in American casinos online casino games today. The difference is one of the players banks the game instead of the casino. The title of banker rotates around the table in a manner similar to the dice at a craps table. By far the most popular slot game in land-based casinos is found on the video poker machine. Two factors set this game apart from other slots. First, they generally offer the best payback percentage (the relationship between the amount of money played to the amount returned). Second, they require skill.
Before we examine these two critical factors, let’s first understand how to play video poker on
online casino games.
The video poker machine deals five cards. You choose which cards to keep or discard (depending on the machine). New cards replace the cards you throw away. The object of the game is to make the best hand by keeping good cards, throwing away useless cards and drawing new cards that might improve the current hand.
The following list of hands appears in order of best to worst, as an example of what you should be looking for. Each hand name is followed by an example.
1. A Royal Flush consists of the ace, king, queen, jack and ten of the same suit (hearts, diamonds, spades or clubs). 2. Five of a Kind is made up of four like cards and a wild card (joker or deuce or some other designated wild card). 3. A Straight Flush consists of five sequential cards of the same suit (5, 6, 7, 8, 9 of diamonds, for example or A, 2, 3, 4, 5 of hearts). 4. Four of A Kind consists of four like cards (four kings or four threes for example). 5. A Full House consists of three like cards combined with a pair (A, A, A, 6, 6 or K, K, K, Q, Q). 6. A Flush can be any five cards of the same suit. (K, 10, 6, 4, 2, A, all clubs is a club Flush). 7. A Straight consists of five sequential cards without regard to suit (5, 6, 7, 8, 9). 8. Three of A Kind means your hand has three like cards plus two cards that are not related (K, K, K, 4, 2). 9. Two Pair consists of two sets of like cards with one unrelated card (A, A, K, K, 4) 10. One Pair is nothing more than two like cards combined with three unrelated cards (4, 4, K, J, 8). 11. No Pair. This is a hand that has none of the above combinations.
This is the normal ranking of poker hands. In video poker there may be some exceptions. For example, Four of A Kind might rank higher than a Straight Flush; four Wild cards (as in Deuces Wild, for example) would rank just below the Royal Flush.
The video poker player must look first at the payout schedule on the machine to determine which hands pay better than others because the ultimate goal is to create the best five-card hand. This is a very important step. For example, if you are dealt the king of clubs, the king of diamonds and the queen, jack and ten of clubs, you have paying pair-the kings. But, you also have four cards to a royal Flush, the hand with the highest payout. Therefore, you would want to discard the king of diamonds and hope that the randomly drawn card under it is the ace of clubs. If, on the other hand, you have those same kings and three unrelated cards, you would keep the kings and discard the other three cards. This gives you a chance to get four kings, a full house, three kings, or two pair.
Most video poker machines will pay back between 96 and 100 percent to the player - that’s right, one hundred percent. It all depends on the payoff schedule and your level of skill. Unfortunately, each type of game (Deuces Wild, jacks or better, bonus poker, double bonus poker, double double bonus poker, Joker wild, and so on) requires a different strategy because of the different outcomes of the draw. Therefore, it’s important to learn the different strategies for each game. Even within game categories there can be different strategies. For example a Joker Wild machine that returns your money for a high pair requires a different strategy from that of a Joker Wild that returns your money for a pair of kings or better.
